James was born in Brooklyn in 1958, one of eight children. She graduated from Lehman College in 1981 and earned her law degree from Howard University in 1987.

On October 20, 2025, the U.S. Department of Justice indicted James on bank fraud and false-statement charges. The case centered on a 2013 mortgage application for a Virginia property where she checked “second home” instead of “investment property,” allegedly saving $27,000 in interest.
Maximum possible penalty if convicted: up to 30 years per count.
On November 24, 2025 – exactly 35 days later – U.S. District Judge ruled the indictment invalid. Reason: Special Prosecutor Lindsey Halligan was appointed by President Trump after his 2024 inauguration, but the appointment violated the 120-day Senate confirmation rule.
